History action should use addHelpLink()

Description

The target is https://meta.wikimedia.org/wiki/Help:Page_history (not on mediawiki.org like with RecentChanges) which however is not translatable.

Adding User-notice so that if it is implemented, wikis know they can link to their local pages.

The target can be changed locally by creating "MediaWiki:History-helppage".

Linking a non-Translate page was... bold! Let's hope the link brings enough traffic to improve the page. :)
