It's a bit silly that you can't upload from URLs that aren't in $wgCopyUploadsDomains even if you're a sysop or steward; we trust them to delete files as copyvios, we should trust them to use their judgement.

At least on Commons, the user right for uploads from URL (upload_by_url) is already restricted to sysops (245 users) and image reviewers (224 users).
Is there any case where we would want to allow sysops to upload from some domain, and not allow image reviewers to do it?
Perhaps you just want to remove the domains restriction? That can be done with a configuration change.

I'd say start with a post to the Commons admin notice board and/or Village Pump explaining the rational and ask for advice.
