Description

Pros:

Popups suck.
It's ugly (cf. T143027: Remove use of jquery.tipsy in BetaFeatures).
It's outdated and long.
It's unexpected.

Cons:

People wanted this.
Driving up BF usage was a good way to make sure they got more wide-ranging feedback.
