Create a lockdown configuration for Flow on Enwiki to prevent anyone at all from creating new Flow boards

Description

Create some sort of read-only mode, or lockdown, so that once the 2 remaining Flow boards on Enwiki have been converted back to wikitext, none of the very few individuals with the flow-create-board user-right will be able to accidentally create new flow boards there, until/if in the future a new discussion occurs at Enwiki wherein the community comes to a consensus to try the software out again, at which point it could be unlocked.

That, plus resetting flow-bot to not have any rights (maybe over-cautious, but doesn't hurt) just on that wiki, should work. There are already no local groups on enwiki that grant flow-create-board.

What is the point of re-opening this task? It was created based on a miscommunication. As far as I'm aware, there is no one at the WMF or in the community who wants this.

@Alsee I wrote this to address the concerns that @BethNaught mentioned at https://en.wikipedia.org/wiki/User_talk:BethNaught/Draft_Flow_RfC - If BethNaught believes this would resolve their concerns, then this task is still useful. I'll reply to your latest comment at that talkpage, next.

T148611 is uninstalling the Flow extension on EnWiki.

This task should be closed as invalid.
