Register CopyPatrol tool with translatewiki.net

Description

Now that the i18n code is merged, we will need to register the CopyPatrol tool (http://tools.wmflabs.org/copypatrol/) with translatewiki.net so that we can start getting translations. We should also set it up to automatically push the translations to the GitHub repo.

Also, see if there is any way that we can have translatewiki.net only translate certain languages (rather than all of them). Might need to ask @Nikerabbit about this.

The app we want to translate is only applicable to enwiki right now. We're planning to roll it out to other wikis slowly, and it won't be rolled out for all wikis because it doesn't apply to most. Hence it makes most sense to enable translations only for the languages the app will be available in.

The service that powers the app, iThenticate (which we have been given a free subscription to), only supports the following languages: Chinese (simplified and traditional), Japanese, Thai, Korean, Catalan, Croatian, Czech, Danish, Dutch, Finnish, French, German, Hungarian, Italian, Norwegian (Bokmal, Nynorsk), Polish, Portuguese, Romanian, Serbian, Slovak, Slovenian, Spanish, Swedish, Arabic, Greek, Hebrew, Farsi, Russian, and Turkish. So any translations to other languages would be wasted effort.

I'm not sure I follow the logic. One cannot use the tool in Finnish to patrol English Wikipedia?

They can, but surely, very few people will do so. We're planning to have just one translation choice which decides which wikipedia is being patrolled and show the interface in the corresponding language. The tool doesn't have a ton of users so I don't think we should complicate matters by letting them choose the UI language AND the wiki being patrolled both.

This is not a reason to limit the languages intentionally. People will know where the tool is or is not used, and will choose whether to translate it or not.

@Framawiki: This isn't done yet, but hopefully will happen within the next 2 weeks. I suppose we'll just keep it open to all languages per the feedback above.
