Template translation (tested in the testing server) provides initial support for template translation. When adapting a template that does not exist in the target wiki, a missing template icon is shown. However it seems that the style for the hover state takes precedence and the icon disappears and reappears based on hover.
In addition, there are other aspects missing from the specs (T139332) such as the template not being selected as soon as it is added.
