Support introduction of compact language links on French Wikipedia

Description

The language team wants to introduce compact language links on French Wikipedia. Their initial posting on Jan 25 immediately turned into a discussion in French.

Make sure this doesn't turn into a conflict between the WMF and the French community, help the language team identify problems when the discussion is in French, explain why the WMF does things.

Thank you @Trizek-WMF . We are ready to go , but please give me a day to confirm the schedule. I would say next week seems to be the earliest and gives us enough time to verify that everything is good to go. Hope this helps.

Update: there is a request to change what is displayed on the Main page, because some regional languages are displayed instead of major foreign languages. Some research is done to find the most common languages spoken in France.

I consider that task as resolved. The problem concerning the links ont the Main page is not French Wikipedia specific and will be solved separately.
