Setup a private elasticsearch cluster for phabricator

Description

We need to setup a elastic search cluster for phabricator urgently as it seems mysql full text search query's are causing it to crash.

See T156905 and T156373

We could possibly create a new host for phabricator to use elastic search. Which we could maintain if releng agrees.

But as our install grows and grows we are going to have more problems like T156905

@mmodell has been working on elastic search very hard. There are still more improvements to be done. But it's better to have phabricator up and running instead of down because it crashed it's own db due to searching.

Changing to high since the db keeps crashing due to full text indexes.

@Paladox: To clarify, has "set up an elasticsearch cluster" been agreed on as a solution which is wanted?

Well yes if you mean elasticsearch because we were forced to switch to elastic search because mysql kept crashing

Well yes if you mean elasticsearch because we were forced to switch to elastic search because mysql kept crashing

But this tactic is not the agreed upon solution.
