Description

Currently, if a user accesses a saved book, there's a banner informing them that ocg doesn't work all that well. When we switch to pediapress rendering, this will no longer be necessary. Books are currently saved in the user namespace and the book namespace

Acceptance criteria

remove the banner from user-created books page
