The service or package is ready to be used by T173015: Use PDF post-processing library to generate final PDF.

@bmansurov, is it worth outlining in the AC what needs to be exposed or is that part of this task?

I think we may decline this task given our plans have changed. Let's leave it as is, and come back to it next quarter.

Throwing it in needs analysis for now - we can delete this or transform it into a task more representative of the plan
