As an administrator who occasionally places temporary blocks, I want to be notified that a block I have placed is about to expire so that I can take any follow up action necessary (e.g. to reblock a proxy), or remind myself to monitor the blocked user to check for recidivism. The proposed implementation is another checkbox in the block form (default: unchecked) that queues up the notification for the appropriate time.
