Hi, Not all licenses used on Commons are allowed (from the English Wikipedia). Please add more allowed licenses.
https://en.wikipedia.org/wiki/File:High-water-392707_640.jpg can't be imported as the license (CC-0) is not allowed. Error message is
The file cannot be imported, because it is not marked with one of the required licences.
However this license is OK on Commons.

Hi @Yann, thanks for the report! The definition of licences that allow a transfer and licences that block a transfer can be found here for English Wikipedia (and a list of all config files for wikis can be found here. If you want to add a licence that is allowed on Commons, please add the licence name in a newline in the "Templates / Good" - list. I hope that helps!
It looks like https://en.wikipedia.org/wiki/File:High-water-392707_640.jpg could be moved now to Commons. I have *not* done it yet to let have @Lea_Lacroix_WMDE and team a look into it why it was not possible at time of reporting the bug.
But I have another candidat to check: https://de.wikipedia.org/wiki/Datei:Bilet_RATT_1994.JPG . Two days ago I gave an OK for Commons but still I am unable to move it. Getting "The file cannot be imported, because it is not marked with one of the required licences.". Could this be a cache issue?
The file does not have an accepted template configured on https://www.mediawiki.org/wiki/Extension:FileImporter/Data/de.wikipedia . Although Bild-PD-Schöpfungshöhe is part of the Transfer section the FileImporter does not automatically consider this moveable in the current setup. There must be a template from the Good section present.
The cc-0 template was added via https://www.mediawiki.org/wiki/Special:Diff/3189692. When I try, FileImporter appears to accept the file now. From a legal perspective it appears to make sense to accept all CC-0 files on Commons, as far as I can tell. I assume this is resolved. Please reopen if not.
