This is twin of T203696: Drastically reduce the number of ResourceLoader modules that WikibaseClient registers and focuses on improving performance of wikidata.org. Currently there's 1150 modules registered in wikidata.org that significant part of them can be merged. We need to have a discussion on stop using RL as dependency management system.
