Per-wiki configuration to define which user-rights are needed to see the file export button

Description

  • Default behavior: only autoconfirmed users (existing functionality)
  • Add optional per-wiki configuration to restrict it to a specific user-right

Note: As of now, there are no immediate plans to make use of this setting. We plan to leave it at the default for all source wikis. We think it's still a good idea to be able to quickly change this via configuration, if the need arises. This setting will also be useful for 3rd-party users (e.g. to lower the required user group).

For clarification: the configuration we're talking about would be a configuration of the FileExporter extension. It would enable us to specify certain user-rights which users on certain wikis need to have in order to use the extension to move files to Wikimedia Commons.

What user right are you referring to? Do you mean a new user right will be created?

No, we're not planning to introduce a new user right. The only thing we plan to do is to make it possible to define specific (existing) user rights per wiki necessary to use the file exporter, as e.g. outlined in T222445#5175028.

As far as I'm aware of this was never considered a problem. Let's not overengineer things when we don't know anyone who needs it.
