Global permissions are granted through Special:GlobalUserRights. But as noted on global requests a Task shall be filed here.

Going based off of T228352: Beta cluster - requesting bureaucrat rights, @greg @Jdforrester-WMF can you take a look at this?

This is just the Beta Cluster equivalent of +sysadmin on production, right? (Why are they named differently?)

I think it has a few extra rights that production doesn’t give sysadmins
