Add link from old checkuser page to the new one on wikis where the new page is deployed

Description

Goal:

We would like checkusers using Special:Checkuser currently to be aware of the new special page being launched and to have the option to try it.

Acceptance criteria:
  • On Special:Checkuser, add a link to the left of the help link which links to Special:Investigate on that wiki.

Something like:

  • Label for link: Try the new Checkuser tool
  • Icon: lightbulb
  • This link will only appear on wiki which have Special:Investigate deployed and enabled for checkusers

That might has more of a notification meaning than new tool. That isn't necessarily a bad thing, but the icon has an overlap with Echo.

Tested this on my local vagrant (MediaWiki 1.36.0-alpha (00911cf); CheckUser 2.5 (be6fbf7)) with Vector skin. Looks good.
