Per @MMiller_WMF finding:
hewiki has a different tab order for editors selection (VE and wikitext) which causes the blue dot (to guide newcomers to click on VE) be placed on the wikitext editor:

Note: In two other RTL wikis - arwiki and fawiki - do not have the issue: the order of tabs is different from hewiki (following RTL ordrer of LTR version).

Just FYI- checked in hewiki wmf.8 (also re-checked for regression in`arwiki`) - the issue is fixed.
