Description

Context

We need docker images for tegola server both for local development and for beta clusters.
There are some public docker images available but lets create a CI pipeline to build our own images given our curated base images.
It would also be a good start to understand the build process.

Acceptance criteria

Tegola docker images are published in our registry
There is a CI pipeline to build docker images on accepted code changes
