Turns out I need to get better at calendar-stalking in the general case, especially during the vacation-heavy month of August. At any rate, we'll aim to get this sorted out in the next few weeks.
Per Gerrit, this is blocked on T288392: GitLab uses 'real name' as username (rather than 'shell name' or an user-specified name).

The instance is now open to all developer accounts. My plan is to let this bake in 'til next week in case any weirdness surfaces (there's always weirdness), then send an update mail to the usual places announcing it.
