Ruwiki users needs to test secret ballot through SecurePoll

Description

Ruwiki now holds a RfC about switching its ArbCom elections to half-secret ballot (votes should not be published until voting ended, after that votes should be published to all users). Several years ago I got a sysop rights on testwiki for SecurePoll testing, and now I decided to test if SecurePoll fits our requirements. Several years ago I have successfully created test elections in SecurePoll.

Today I went to https://test.wikipedia.org/wiki/Special:SecurePoll/create , set up settings, but can't create a vote, because I don't filled "Election administrator" field. I can't be an election administrator, because I'm not a member of group "electionadmin". I went to https://noc.wikimedia.org/conf/highlight.php?file=InitialiseSettings.php and realized that there are electionadmins on votewiki. I filled "election administrator" field with usernames of electionadmins from https://vote.wikimedia.org/wiki/special:listusers?group=electionadmin , but the system answers me that they aren't electionadmins too. I try to create poll for votewiki with the same result.

How ruwiki can test half-secret ballot, if it can be done with SecurePoll?

By the way, I don't think https://vote.wikimedia.beta.wmflabs.org/wiki needs to be in Persian anymore; but I'm not sure if its interface language configuration is independent from the actual votewiki (it may not be).

It's not, but it can be.

Just needs wgLanguageCode setting in InitialiseSettings-labs.php for votewiki, otherwise it'll use the value in InitialiseSettings.php for votewiki (ala production).

Instructions are at the wiki's main page -- any beta votewiki admin can create an account (and any bureaucrat may grant election-related rights). Happy to put them at a more visible place though.
