Help panel: Allow opt-in to mentorship to ask a question for newcomers without a mentor or help desk

Description

Problem

For newcomers who have opted out of mentoring (see T287915) on wikis where there is no help desk configured to answer questions from the help panel, there is no way for the newcomer to use the "ask for help" feature. Currently it is not shown at all.

Solution

For newcomers who have opted out of mentoring where there is no help desk to answer questions, show the option to opt-in to mentoring if the user selects to "Ask a question".

  • Header: Ask for help
  • Description: Get an experienced editor “mentor” to answer your questions.

We can also use this opt-in option for wikis where we had a progressive roll-out of mentorship (such as English Wikipedia). A learner can opt-in for mentorship if they didn't get a mentor assigned to them while joining, because they were in the control group.

But we should be careful of this feature being used as a default opt-in option, where all newcomers would be asked to request a mentor.
