Is "A maximum of $4 results are available in the cache" there an unrelated I18n issue or some symptom of the same problem?
Yes, that’s just FlaggedRevs reinventing the wheel (as usual), and reinventing it wrong. It’s a trivial fix, though; I might prepare a patch for it (maybe combined with the main issue of missing pages).
Hello everyone, the same bug on arwiki, about the same time (may be 6 months or more) it's work only with article namespace
In danger of stating the obvious, if you reduce your backlog of unreviewed articles to a smaller number, the other namespaces will show up.
(My long-term suggestion is to abandon pending changes on all of pages and enable it as a protect mode and only on pages admins decide on, similar to enwiki, but that requires community consensus)
