Description

Feature summary:
We can now actually submit our reviews so that it updates the status in future API calls.
We need a slightly different process for "acceptances" and "rejections"

accept: This should be submitted after the user's depicts edit has been successfully completed

reject: Submitted after the suggestion has been rejected by, 3 different users (there is no associated edit to Commons in this case)

Benefits (why should this be implemented?):
Sending back consensus user decisions will help all other users of the MachineVision API.
Removes processing required within the ISA tool to remove previously "accepted" / "rejected" suggestions.
