Add a dropdown for common undelete reasons on Special:Undelete
MediaWiki:Undeletereason-dropdown

Use case(s) :
Special:Undelete -> undeleting is a frequent task on wikis and a part of procedures/requests (i.g fr:Wikipédia:Demande de restauration de page).

Benefit(s) :

Predetermined reasons enables the utilization of standardized forms when applicable.
It becomes simpler to associate the appropriate guideline with the undelete reason, resulting in greater clarity.
It could later help to build URL parameters for Special:Undelete as wpReason for Special:Block and Special:Block or user-reason for Special:UserRights.
