Move the language settings link from the sidebar to the page title in special pages in Vector 2022 to match other namespaces

Description

Special pages such as Recent Changes on Vector 2022 still have the language settings link in the left sidebar. In all other namespaces, the link to the language settings is form the languages dropdown across the page title. For example, it was adjusted for talk pages in T316559.

This ticket proposes to apply the approach described in T316559 for Special pages. In this way, users will have a minimal language option that provides access to the language settings.

Note that currently the equivalent special pages available on projects in other languages are not listed as interlanguage links. That is, the Recent Changes page on English Wikipedia is not providing a link to access the Recent Changes on French Wikipedia. The current task is not intended to change that, and focuses on the change of location for the entry point. If there is interest in changing the behaviour of language selection for special pages, feel free to create a separate task.
