MUL - Add normal language fallback to the mobile termbox

Description

Problem:
In T329781 we have changed the workflow of the mobile termbox so that it looks similar to the desktop workflow. But there is no language fallback yet. This task fixes that.

Solution:
We have already copied the workflow from the desktop termbox, let's also add its language fallback as a cream topping.

BDD
GIVEN an Item or Property
WHEN viewing it on the mobile web UI
AND no label is set in the UI language
AND a label is set in a fallback language from the UI language
THEN the label from the fallback language is shown
AND the language it is falling back from is indicated in superscript after the label

Acceptance criteria:

  • The Label in the “title” gets the normal language fallback when visiting the page
  • The Label in the “title” gets the normal language fallback after pressing submit after editing
  • Release to test.wikidata.org
