While filing T332825, I saw that we also have a GEHomepageEnabled configuration flag. This was added back in rEGRE6de52c6c845f: Homepage. I don't think we have any scenarios where we would want to enable GrowthExperiments without Special:Homepage being available, so I think this config flag is safe to remove now.
