Background

Following the conclusion of the Technical Decision Making Process, we should implement the chosen solution.

Description

Based on the outcome of measurements and the decision we have made, we should implement the chosen API for storing anonymous user preferences and make it available to the relevant teams.

Acceptance Criteria

[ x] Implement full, working version of the prototype API according to criteria spelled out in earlier tickets
[ x] Communicate about this API to teams and individuals who might be interested in using it
