User story & summary:

As a newcomer on English Wikipedia, I want a Mentor to help answer my questions and support me, so that I can be successful.

Only 10% of newcomers on English Wikipedia currently receive the the Growth mentorship features.
After a community discussion with English Wikipedia Mentors, there is agreement that we can increase the percentage of newcomers receiving Mentorship features.

To avoid an initial spike of questions, let's release incrementally and check in after the first increase.

Acceptance Criteria:

Update percentage to 25%
BE to check in with enwiki Mentors after 1-2 weeks T323048: Encourage English Wikipedia to have 100% of new accounts getting Growth mentorship
Update percentage to 50% if we receive the OK from enwiki Mentors
