Steps to replicate the issue (include links if applicable):
- on a DiscussionTools-enabled talk page, click on "reply" and start typing, then close the browser tab
- follow a DiscussionTools permalink to a comment on a different part of the same page
What happens?:
The page loads with the permalinked comment centered in the viewport, then immediately scrolls the open comment box with your unfinished comment into view.
What should have happened instead?:
The permalink should take priority and the viewport should remain centered on the comment specified in the anchor.
