Steps to replicate the issue (include links if applicable):
- Use PageTriage to place a redirect tag. Submit.
- Use PageTriage to place another redirect tag. Submit.
What happens?:
- {{Redirect category shell}} is placed twice instead of combined
What should have happened instead?:
- Existing {{Redirect category shell}} is used. A second shell is not placed.
