Upload Wizard: Redesign someone else's work license step

Description

Context
As part of improving the release rights step of Upload Wizard on Commons T347298, we will make UX improvements to the licensing step for not own/ someone else's work.

Design research indicated that uploaders often get confused by all the licensing choices when select not own work option when uploading a file. That can lead them to choosing a wrong license and later have their file flagged for copyright violation or uploading the file as their own work even even if it's not given the easiness of copyright information required for the own work step at the moment. This introduces more moderation work later on as these uploads violate Commons rules. The changes intend to make the not own work process more lightweight and clear.

Changes include:

  • Make the whole step more lightweight and regrouping licenses
  • Removing some of the options that are not useful or finding out if it is okay to remove them
  • Adding a AI-generated option
  • Change to the licensing options
  • Add "terms and conditions" to confirm understanding of commons guidelines
