[Config] Enable Edit Check (References) at additional partner wikis

Description

This ticket involves the work of enabling the Reference Edit Check at the initial set of partner wikis (T331947).

Requirements

  1. Wikis where Edit Check should be enabled as part of this deployment:
    1. ar.wiki
    2. vi.wiki
    3. ja.wiki
  1. Configuration values
    1. The configuration values specified in T330112, and reflected on mw:Configuration values#Configurable values, should remain unchanged.

Update: none of these are getting deployed today, and arwiki won't be enabled universally because it's going to be in the A/B test.

Enabling EC(R) as a default feature at some wikis, while we look for candidates to run the A/B may not be the most efficient strategy. To be discussed with the team, but I'm suggesting abandoning this task and switching to T345298: Identify participating wikis for Edit Check (references) A/B test.

@MNeisler will provide the requirements for the A/B test in T345298. We could keep the deployment as a default feature for small wikis.

We will just focus on T345298: Identify participating wikis for Edit Check (references) A/B test, but provide the feature by default for smaller wikis if they request it.
