The usual process for adding a new language to Names.php is the following:

1. Create https://translatewiki.net account if you don't have one already. (In the account creation form, click "Can't submit some translations right now? You can still join." and write a comment saying that you would like to add these two languages.)
2. After the account is approved, log in to https://translatewiki.net and request to add them to the translatewiki.net configuration on the page https://translatewiki.net/wiki/Support . These requests are usually handled quite quickly, no longer than one day.
3. Once the configuration is deployed, localize the most used messages. In some languages, it took less than a week when the translators worked very quickly, but sometimes it takes longer.
4. Once enough translations are made, the language is added to Names.php and becomes available on Wikipedia after the next deployment train (usually no more than two weeks).

I see that you've selected Nkore as a language that you know when you were creating the account. This language is already fully supported in MediaWiki thanks to the work of another volunteer a couple of years ago.

From what I can read online, I see that Tooro and Nyoro are closely related to Nkore. Should they be defined separately, or are they close enough to Nkore that it can cover all of them?

They should definitely be defined separately.
For example, Genesis 1:1 in Nkore (RR64):
Omu kutandika Ruhanga akahanga eiguru n'ensi.
Genesis 1:1 in Tooro (BRR2008):
Okubanza Ruhanga akahanga iguru n'ensi.
As seen here, Nkore has different phonotactics and vocabulary (okutandika means "to begin a job" in Tooro, and the diphthong /ei/ is almost always disallowed in Tooro).

@Amire80 I've noticed that the local and English names for Tooro are the same. Is it possible to fix this?

However, you shouldn't worry about the portals. It's just an internal thing on translatewiki.

Yes, this screenshot works. I'll try to fix it. In any case, don't worry about it. It's just a minor internal thing in translatewiki, and it won't affect your localization work, or the functionality of this language in Wikipedia after you complete the translation of the "Most important" messages.

Nyoro and Tooro use the same orthography. (examples)
I'm not sure where I can find some Nyoro/Tooro speakers online that are willing to verify them (I live in the UK). I guess I can use the dictionaries I have (A Rutooro Vocabulary and Katondogorozi y'Orunyoro-Rutooro n'Orungereza) to review the translations.

ttj is available on Commons now.

When searching for a language to translate a Commons/MediaWiki page into, Tooro is only accessible via the language code (ttj). Searching "Tooro" and "Orutooro" comes up with "No results found".

It will be fixed soon after deploying a change in another extension that manages this searchbox. Just wait a few days :)

Additionally, the namespace for Tooro subtitles now says "Orutooro subtitles for clip:" instead of "Tooro subtitles for clip:", which might be related to Portal:Ttj not using the English name "Tooro".

It's not related to the portal in translatewiki, which is an internal thing there.

It is probably related to CLDR. The TimedMediaHandler extension appears to show a localized name of the language in the relevant message, timedmedia-timedtext-title-edit-subtitles. @jhsoby , do you happen to know ho to fix that?
