Civi cancels recurring donations that begin to receive chargebacks, but this process currently does not also cancel at PayPal. @XenoRyet said that PayPal's API could be used to send a request to cancel at Paypal (when automatically canceling these recurrings), which would remove a manual process from Donor Relations. This would be a great gain for efficiency.
