Description

This task involves the work of prototyping a "Convert References" Edit Check.

This check would identify references that consist of a "plain" URL, like the current tool does when you click on such a reference:

This task is part of a broader effort to learn what – if any – parts of the Edit Check API (T360591) might need to be revised in order to enable our future-selves, colleagues, and volunteers to introduce arbitrary new checks.
