It looks like the re-design of the OwnWork licens chooser (T347756) inadvertently broke the expected behaviour of Campaigns (see mw:Extension:UploadWizard/Campaigns#licensing) namely that "The first item in the list is considered the default."

Current behaviour:
Only the provided licenses ar presented but none of them are pre-selected.

Expected behaviour:
The first license in the Campaign config should be pre-selected
