VisualEditor: Vector drop down menu hidden behind toolbar

Description

As the title says: when the VisualEditor is active, the drop down menu (p-caction) under Vector skin is dropped down behind the VE toolbar, making it impossible to click on. May be a simple z-index issue.

This also holds true for Echo, which also has z-index -100.
