Add rwr and ota to the languages supported by ULS

Description:
With the change in the language policy, any language that is eligible (ie has an ISO-639-3 code) will be allowed to use Wikidata, Commons..

Consequently these languages need to be enabled universally. One fringe benefit is that potentially fonts will become available when they have special requirements on pages that need them

  • rwr Marwari living language from India - Devanagari
  • ota Ottoman Turkish - dead language - Latin script
