On every page there is an icon of a pencil.
It is linked to #editor/0.
I.e. there is no way to edit any other section than section 0.
Maybe it was assumed that /0 meant the whole page.
Anyway one must manually change the url to /1, /2 etc.

The star watchlist icon applies to the entire article, so one assumes the same with the edit icon appearing in the same row. I didn't test the upload icon.
Maybe if there is nowhere else to put it, have that row be:
Pencil (edit whole article), upload, watch, Pencil+0 (edit section 0)
This is currently by design to make editing easier on a mobile screen by optimising for section editing.
We are currently exploring full page edits in our work on VisualEditor. This may or may not get addressed as part of that.
In the case of VE this does mean edit the entire page.
On tablets/desktops we may make this mean the entire page.

It seems like there are possibly two confusing things going on here:
1) Articles with empty lead sections
-I find the fact that this page/article doesn't have a lead section to be slightly confusing. It took me a bit to understand how that was happening in the first place. Maybe this is just because I'm inexperienced with Wikis.
-I wonder how common this situation is where the lead section is totally blank (I took a look around at some talk pages and other non-article namespace pages...it seems like often even when there is no text in the lead section there is still some stuff, e.g. a template, in there)
-I wonder if people in this situation are intending to have empty lead sections, or if they don't realize that starting the article/page with a heading causes this slightly awkward situation
-Do we have an opinion on whether or not it's "okay" to start an article/page with a heading? I suppose we could discourage it, or at least alert people so that there's a bit more awareness of what's going on here
2) The fact that on mobile you can only edit one section at a time
-agreed it's confusing that the edit pen for the lead section is located on top of the article, but then again the lead section doesn't have a heading like the other sections do so it'd be impossible to match the pattern used in subsequent sections
-I wonder if this one section at a time editing is confusing to people in general, or only when they find themselves editing an empty lead section
