Remove shorturl link from toolbox

Description

Bug 38863 shows that the only shorturl link people really care about is the one under the title. It seems we're not going to find a solution for that to be less invasive any time soon, so in the meanwhile we can remove its duplicate in the toolbox, where it's in bad company (confnusingly similar items like permalink, cite this page) and of little effect (diluted by the amount of existing links).
