Update summary: current situation is quite horrible IMHO, the URL is even before the tagline and nothing explains what it is or why it's there.
Tooltip is not bad but ideally this URL should be along with the export/collection (book), cite and printable version buttons; in the meanwhile, why isn't it just in the toolbox which is currently the only proper solution?

Change 74649 had a related patch set uploaded by Siddhartha Ghai:
Bug 38863: Add tooltip-like UI beside the title. Remove anchor from below the title. Add option for link to help page in the tooltip. Change-Id: Ic711e3ad451cde42cb31ef552ae5339d4b5f96c4
Krinkle just let several useful comments on the patch by Siddhartha Ghai. Siddhartha Ghai or Yuvi, are you going to work on that? If not let's unassign this bug and look for someone to amend the patch. :)

I could work on the patch, but as it is probably obvious by now, I am a noob at this. Also, someone who knows where this extension is heading needs to clarify which of those suggestions should be implemented and which should be left out. :)
Not really or you would broke existing URL? Also the extension add a small link next to the title.
Which has the ShortURL:
छोटा यूआरएल: https://hi.wikipedia.org/s/eizl
Anyway, if ShortURL extension should be phased out, that is most probably the subject of another task :)
