Allow "suppressredirect" when moving from user's own userspace; allow "move-subpages" within own userspace

Description

See w:en:Wikipedia:Village pump (proposals)/Archive 113#Allow "suppressredirect" and "move-subpages" within userspace. There is consensus for the rights "supressredirect" and "move-subpages" to be avalible to all editors when moving pages around userspace. Not sure if this can be done by a simple configeration change, or if a change to MW needs to be made.

We are almost a month on now; Any movement on this yet?

There's not a switch we can flip to turn this on. Someone will have to write the code to let us do this.

I'm going to move this to the "MediaWiki" product as this requires code changes; patches welcome.

I'm the Wikipedia editor who originally proposed this change. To avoid confusion, I think it should be clarified that "within userspace" is meant to refer to an individual editor's own userspace, not the entirety of "userspace" among all editors. In other words, the intention is for editors to have the "suppressredirect" and "move-subpages" privileges only when both the origin and the destination of the moved page(s) are within that user's own userspace — not those of other users, and not in other namespaces.

I rephrased the bug summary:

  • It would be more useful to let users move pages without leaving a redirect from their own user subpages to anywhere, not just to other own subpages, for example to let users move draft articles from their userspace. That doesn't seem to add any new abuse possibilities.
  • Nothing here is specific to the English Wikipedia :)

(The "move-subpages" part could probably be split to its own bug, especially since that seems a bit less obviously useful.)

I originally phrased this as "enwiki" as this is where the request was filed, and it was a site request and consensus existed. I have no strong opinions either way on using this globally.
