Special:PageLanguage permission checks: Allow pagelang changes when edit protected?

Description

When a page is edit protected it is not possible to delete the page without the necessary edit rights. Should it be possible to change the pagelang without the necessary edit rights? In my opinion not.

If yes, than another way is needed to allow sysop to disable the pagelang function on a per page base to break "pagelang wars".

There is a patch in place with pending reviews. It was based on a suggestion from Siebrand to not allow the changes in case of protected pages.
In my opinion too, it's best to keep changing page language under edit rights.
