Unify RelEng related IRC channels to #wikimedia-releng

Description

We have:

  • -qa (where much is now)
  • -releng (new, not used, planned new home)
  • -devtools (created for the phab migration)

Redirecting the IRC channels is easy; making sure we find all of the bot configs is the tedious part.

Configs to change (please adds ones I forgot):

Most changes use the Gerrit Change-Id: I60bfb8098b6c5e6dbbb6480f73d190a91090e464.

Plan:

  1. migrate the bots
    1. the above patches
  2. setup channel redirects

releng is silent enough so far but I am slightly concerned how noisy this will get with Quality-Assurance's grrrit-wm, shinken-wm, wmf-insecte and wikibugs and how much their output (expect for wikibugs) really interests me. And how many people look at their output. But I'll lurk in qa for a few days to get a better impression.

The output in -qa is manageable, I don't know if we want to announce all of what is announced in -devtools in -releng though (ie: probably not #_phabricator.org, just #_phabricator).

@jeremyb: can you help with that part (moving morebots from -qa to -releng)? If I'm reading things correctly (and believing Kunal), the config for morebots isn't in vcs (so I can't just give you a patch)?

I have killed wm-bot in -qa and legoktm have it join the -releng channels. We are missing some authorization, but that is not a blocker.
