The "underlying problem" is to reduce long text (or images) fragments into small (scrollable) space but with the possibility to expand to show the full text (without scrolling) when required or desired.
I refer to collapsible elements.

I have written code which shows [Collapse] more compactly when the element to be collapsed is inside <li> tag (and is the only collapsible child of this <li> tag).

I don't know since when does this happen. I suspect that the error is since installation of MediaWiki 1.24.1. This site exists a few years and was upgraded a few times.
