Gotcha, thanks for the clarification. I think the key here is that we can customize the label through the MediaWiki:Group-suppress and MediaWiki:Group-suppress-member pages. On enwiki, I imagine we'll change it to "Oversighters" for MediaWiki:Group-suppress and "oversight" for MediaWiki:Group-suppress-member, so ultimately the impact of this technical change will be imperceptible to most users.

Just to clarify, in what areas of the interface would this change be visible? For example, on enwiki the term "oversight" currently appears in Special:UserRights and Special:ListUsers, and the term "Oversighters" appears in Special:ListGroupRights. Would that change to "suppress" and "Suppressors" if this change is deployed? Would it be possible for local communities to overwrite this change with their own custom label if they don't want it?

It seems that this bug is still present. Please see the complaints on enwiki at this thread and this village pump thread. I personally encountered this issue when reviewing this pending change. The user that submitted the change was autoconfirmed and therefore should have had their edit automatically accepted, as there were no pending edits before them.

I feel like this is always going to be "more art than science". Determining the seven millionth article is limited by the fact that we do not count deleted articles as part of the total article count. This is different from using oldid for edits, since as I understand the oldid number includes deleted edits.

Just to add a bit, with a good chunk of Wikipedia traffic coming from the Mobilefrontend, I see this as a rather important issue that needs to be fixed. Blocks are common for places like educational institutions (e.g. schools, colleges, universities), which often share IP addresses for a university network. It is not very polite to give an innocent user, who genuinely wants to contribute but is inadvertently affected by a block, something that looks like this: File:Autoblock of usernamekiran.png.
