The message is fine, the service was down and not running, those downtime are not related to 'too much request' but there was probably something broken in the past few days in the cluster or one of the numerous downtime for a planned maintenance. Anyway I restarted the service.

By the way, until I'm at it, I see you ulimit unlimited for core file size and core file are dumped to nfs, I saw recently, I don't remember where, a 1.5GB core file, that surely can hurt nfs, you could move them to /tmp, limit their size or tweak what is dumped in core file or whatsoever combinations of above fit your need.
Are you sure you used the IO amount to get your report? I did a fix in phetools, but I didn't get why I was mentioned in this report, it's unclear if it was worth or not.

Core code for this task already exists at https://github.com/wikisource/ocr-tools , how to use the core code need to be documented. It'll need to be glued inside a container which can run on toolabs and provide a web interface and api to start a task. The core code use a Needleman-Wunsch algorithm to do a global alignment between an already existing hocr-like text layer in a djvu with an existing proofreaded text available on wikisource. One of the task needed is to generate such text layer using tesseract if needed.

Ok, a bit more data, if I delete all cookie for wikisource.org I can login, if I logout and try to login again, I can't with "Login error. Wikisource uses cookies to log in users. You have cookies disabled. Please enable them and try again. " as error message

login trouble too, with firefox 38/linux on https://wikisource.org with different symptom, I get "Login error. Wikisource uses cookies to log in users. You have cookies disabled. Please enable them and try again. " when trying to log, (cookie enabled in my browser) A few other people reported the same issue on wikisource.org .

Contents is transcluded through javascript, I'm unsure if google is able to index it. There is a lot of uncertainty about what google and other SE do with javascript. Some content created by js are indexed, some other aren't, some SE doesn't support at all any javascript. Anyway even on it.wikisource.org the following request doesn't return the right Page:
