Make gadget descriptions translatable with translate extension

Description

This will lead to more translations than the current system, because translations can be made by anyone instead of sysops only. Also, translations could be imported from other projects this way.

What about having one page with all descriptions to translate whose fragments would be trascluded into MediaWiki: messages?

Yes, every translated page creates pages in Translation: namespace, each has its number and language. If the fragment exists in my language, show it, else show the English one.

Then, all existing translations have to be moved to their new places.

I suggest we wait for T31272: Implement Gadgets 2.0.
I don't know how or when, but I think JSON definitions will be much easier to integrate with the Translate extension.
