If a volunteer for the task is still needed, I've made a draft in my sandbox here. If it looks okay and complete then I can add translation tags, if not, I can make the required changes. Thanks.

Concerning the manually edit a template-built footnote part, the process described is not working for me. IF I select a footnote and click on the Cite button on the toolbar, it inserts a new footnote.

There is also a known limitation at the moment: it is not possible to select a footnote from the Reflist. If you click on the Reflist, well, you edit the Reflis settings but you can't click on a given footnote to edit it. I think it should be reflected in your draft.

Hi folks, is this task being actively worked on or planned for the near future? If not, maybe we should remove links to https://www.mediawiki.org/wiki/Help:VisualEditor/User_guide/Citations-Full until it can be translated? We're sending people from wikis to these help pages (e.g. https://m.mediawiki.org/wiki/Help:VisualEditor/User_guide/ro ) and we would much rather have them localized.

I've worked on all the user guides a bit yesterday and today- they're *all* horribly outdated re:references, including the main guide. I think I've got it into a condition that it's now better than either of the guides that *are* marked for translation, so I say just mark it for translation now.
