Are you planning to work on this task during Community-Relations-Support (Oct-Dec-2016) (or Community-Relations-Support (Jan-Mar 2017) )?
If a volunteer for the task is still needed, I've made a draft in my sandbox here. If it looks okay and complete then I can add translation tags, if not, I can make the required changes. Thanks.
@jeropbrenda, I've checked your draft and it is good work! Thank you for taking care of that.
Concerning the manually edit a template-built footnote part, the process described is not working for me. IF I select a footnote and click on the Cite button on the toolbar, it inserts a new footnote.
There is also a known limitation at the moment: it is not possible to select a footnote from the Reflist. If you click on the Reflist, well, you edit the Reflis settings but you can't click on a given footnote to edit it. I think it should be reflected in your draft.
@Trizek-WMF Thank you for the feedback! The instructions didn't work for me either and I was doing more research about previous versions to see if they worked earlier.

I'm working on it
@Trizek-WMF I've added a note to mention the limitation and also removed the section about manually editing template-built footnotes because it doesn't work anymore.
